Alarming situation in Japan

Dear Friends,

Conscientious Japanese do not forget the goal described in the Constitution “We desire to occupy an honored place in an international society striving for the preservation of peace.” They are required to stay particularly vigilant to any departure from it, under present circumstances.

The Japanese Government has decided to tolerate the use of Adolf Hitler’s autobiography “Mein Kampf” (“My Struggle”) as teaching material in schools. It is known that this book advocates fascism, racism and extremism.
Earlier, the Government announced its intention to allow equally the use of the Imperial Rescript on Education of 1890.

It has stunned the majority of the Japanese and, to a greater degree, the international community, because it reveals undeniably the move of returning to the prewar militarism.
On April 18, Chinese Foreign Ministry official’s reaction was reported as expected. It is to the effect that fascism and militarism “must be held thoroughly accountable and eradicated” and that Japan must educate its young people with “the right view of history”.

Something seems to be wrong in Japan.
The credibility of the party in power is seriously being damaged by successive scandals in addition to the Moritomo school problem and newly surfacing Kakei school affair, concerning the transfer of national land and the supply of huge grant-in-aid.

Mr.Toshinao Nakagawa has tendered his resignation as Parliamentary vice minister of Economy, Trade and Industry for having had an extramarital affair. We are reminded of recent verbal gaffs by a number of ministers and the presence in the Cabinet of certain incompetent ministers.

A few days ago, a commentator of the Television Asahi expressed his astonishment about the unprecedented resolution of the commission to enable the presence of a director-general of the Ministry of Justice in order to assist the Minister of Justice. Opposition parties are severely criticizing the autocratic management of the parliamentary deliberations.

It is noteworthy that Chairman Natsuo Yamaguchi of Komeito, the coalition partner of the ruling Liberal Democratic Party could not refrain from stating in his recent public speech made a few days ago that the administration of Prime Minister Shinzo Abe is “strikingly lacking in a sense of alertness.”

To complicate the situation, the President of the organizing Committee, Yoshiro Mori, has written a book commented in the attached Japanese article.
It seems to be a fierce attack against Governor Koike. President Mori is” fighting against two fears,one is cancer and the other is the blade of Governor Koike”. This will invite a discussion on the “under control” assertion. I have sent to Gonernor Koike the attached message to reiterate my conviction that the retreat from the Tokyo Olympic Games 2020 would mark the beginning of a new age awaited by the majority of the Japanese.

Nuclear energy and the sickness of Japan

Dear Friends,

The financial support of Tepco for the more than 60 thousand voluntary refugees from Fukushima ended last March.
This has given rise to deep sympathy and sharp criticism as to the irresponsible Japanese nuclear policy
from the standpoint of human rights、humanism and ethics.
Conscientious Japanese will not give up requiring the redressing of the situation.

Some comments so far received;

“Dear Mitsuhei,
so much denial – horrendous. Thank you for sharing this article. May responsibility and common sense prevail!”

“As far as nuclear reactors are concerned,the term”accountability” does not exist in Japan.This is due to the lack of three senses,
the sense of responsibility,that of ethics and that of justice,that is to say, the sickness of Japan.

In the internet,the lack of ethics as regards the Tokyo Olympic Games 2020 is being revealed at its deep roots.Heaven’s vengeance is slow but sure (Lao Tsu).

The warning that “the fate of the world will be decided by electric countries (sic., companies’?)”is finally bringing about countermeasures;an international move to enact legislation against producing radioactivity and a new move against radioactive pollution in Japan.

It is evident that crisis management is now needed to cope with the eventual retreat from the Tokyo Olympic Games 2020, in view of the impact beyond imagination it could cause.

Fukushima could never be hidden or forgotten.
Yesterday, I sent a message to this effect to Chairman Shuichi Tanaka of the Nuclear Regulatory Commission.

Interview article of Withnews Asahi

Dear Friends,

I have a feeling that the international community is increasingly siding
with the efforts of conscientious Japanese to have Japan consecrate maximum
efforts to cope with the ongoing Fukushima nuclear disaster.

In this connection, I am sending you an impressive article of the Asahi Withnews
based on the interview given to me by Ms.Zhang Rong, Asahi News Paper journalist(Chinese).
It is in Japanese, but the photos showing me in the presence of outstanding figures like Robert McNamara,
Nelson Mandela, Mikhail Gorvachev, Martina Hingis make it symbolic of the international support for my activities
that include the plea for retreating from the Tokyo Olympic Games 2020 in favor of coping with Fukushima.

On April 25,I was interviewed by Mr. Rao Jin,journalist of “April Media”, Chinese Website very popular among the young.
In the interview,I referred to the Unit 2 problem of the Fukushima Daiichi. Ms.Zhang Rong served as an interpreter for the Interview.
Mr. Rao Jin was alarmed and went to kyoto two days later to interview Mr. Shuzo Takemoto, Emeritus Professor of Kyoto University.
He has been warning against the collapsing of the Unit 2 building with intensity 7 or 6 plus earthquakes in perspective,that could make Tokyo uninhabitable. Mr Rao is making a documentary film on the dangers of nuclear reactors.

The Japanese mass media are still silent on the Unit 2 problem.

Message addressed to President Thomas Bach of the IOC

Dear Friends,

Conscientious Japanese citizens are bewildered by the widening gap between the ongoing Olympic preparations
and the increasing report regarding the deepening of the Fukushima crisis.The Moritomo School scandal continues to draw nation-wide
attention,reminding us of its similarity with the total breach of the initial commitments by the Tokyo Olympics.
Six years after the 3/11 Fukushima accident,the policy of returning refugees to their home towns based on the 20 milisieverts ICRP standard.
Last week,Japanese television TBS interviewed its vice chairman Jacques Rochard who expressed his surprise that this standard,destined to emergency,
should not have been lowered as initially recommended.It is urgently needed to correct the current policy.
The foregoing is fully supported by the following two articles.

We are being reminded of Chinese ancient Lao Tsu’s famous saying “Heaven’s venfeance is slow,but sure”.
This is the will of heavens and the earth that is to say,the law of history researched by philosophy.
It does not allow immorality to last long.

Retreat fromTokyo Olympics and a new page

Dear Friends,

Governor Yuriko Koike has finally succeded to set up the article 100 Committee
to clarify the background of the Toyosu market issue.Together with other recent developments,
such as the surfacing of the Dentsu’s illegal labor management with its subsequent consequences,
the persitent investigation by the French prosecuters concerning Olympic corruptions.

This reminds us of the saying “Heaven’s vengeance is slow but sure”.We owe this thinking to
Chinese ancient philosopher Laozi who is considered as the principal source of Japanese maternal culture.
I often use the term “the will of heavevs and the earth”whose definition is “the law of history researched by philosophy”,
such as the inevitable fall of the arrogant,that of all dictatorships and the impossibility of immorality to last long.

It is based upon this way of thinking that I foresee the approaching retreat from the Tokyo Olympic Games 2020
being prepared totally ignoring the deterioratong situation in Fukushima and the consequent reactions from abroad such as

Fukushima and the Tokyo Olympic Games

Dear Friends,

I am sending you the following excerpts of Foreign Ministry Spokesperson Lu Kang’s Regular Press Conference on February 6, 2017 .

“ Tepco said after analyzing video images taken inside the No. 2 reactor of the Fukushima Daiichi nuclear complex that they had detected a record radiation level of up to 530 sieverts per hour. —- I believe any responsible government will pay continuous and high attention to the impact of the nuclear leakage on the marine environment, food safety and people’s health. We also hope that the Japanese government will give a responsible explanation on how will they offset the impact of the leakage. This is their obligation to not only the Japanese people, but also people from the rest of the world, its neighbors included.—-The Chinese Foreign Ministry has issued relevant safety alert. We believe our Chinese fellows will make proper travel plans and take protective measures.”

Tepco announced on 9 February that radiation levels inside the reactor were estimated at up to 650 sieverts per hour, much higher than the record 530 sieverts per hour marked by the previous survey.

In addition to the above-mentioned deterioration of the situation in Fukushima,the followig article of the Asahi News Paper of 9 Februay will negatively influence the holding of the Tokyo Olymic Games 2020.

“Prosecutors questioned Japanese Olympic Committee President Tsunekazu Takeda over payments to a Singapore-based consulting firm during Tokyo’s bid process for the 2020 Olympics and Paralympics, sources said. Takeda, 69, is believed to have stood by his denials of wrongdoing. The Tokyo District Public Prosecutors Office, acting at the request of French prosecutors, asked Takeda to submit to voluntary questioning. Takeda was head of the Olympic bid committee in 2013 when 230 million yen ($2.1 million) was paid to the Black Tidings consultancy. Takeda told reporters on Feb. 8, “I talked about the facts last week in voluntarily cooperating with the French investigation.”The JOC investigation has been completed and a report was released. I have also talked about this in the Diet and at news conferences. There were no new questions and I did not add anything further.”

French prosecutors are looking into whether the funds were used to buy votes for the Tokyo bid. They are also investigating the flow of funds to Lamine Diack, then-president of the International Association of Athletics Federation and a voting member of the International Olympic Committee, as well as his son Papa Massata Diack, who is said to have had close ties to the consulting company.—-Under Japanese criminal law, individuals in the private sector are not subject to bribery charges even if they received money. However, they are subject to bribery charges under French criminal law, leading to the need to question Takeda about the intent behind the payments to Black Tidings.—

The international community is expected to play a greater role to play than hitherto.

Fukushima and the Tokyo Olympic Games 2020

Japan Times dated 3 February 2017 reported the following finding that decisively denies the “under control”assertion.
“The radiation level in the containment vessel of the reactor 2(unit 2 )at the crippled Fukushima No. 1 power plant has reached a maximum of 530 sieverts per hour, the highest since the triple core meltdown in March 2011, Tokyo Electric Power Co. Holdings Inc. said.

There is a similar article in the Mainichi News Paper.(

A learned and influential American friend,aHarvard graduate, has sent me the following message.
“Dear Mitsuhei, may the good Lord, whatever the name or creed, preserve
us!Terrible news lndeed and most alarming that your last e-m said the Prime
Minister said all was under control🙈🙊🙉
It is also a big problem that in the year of the Rooster there is one in the
White House!
Where on earth is our world going?”

In my last message sent to you, I refered to the following warning of Professor ShuzoTakemoto as regards the reactor2.
“In view of its possible weakening due to irradiation, the pressure vessel of the unit 2 will be destroyed,if it should meet
with a big earth tremor, and scatter the remaining nuclear fuel and its debris, making the Tokyo metropolitan area uninhabitable.
The Tokyo Olympic 2020 will then be utterly out of the question.”

(My message to President Bach sent on 24 November,2016)

Dear President Thomas Bach,

I am sending this message for your information.
The Tokyo Olympic Games is closely linked with the nuclear issue.
It plays down the gravity of the consequenses of Fukushima nuclear disaster.
The Japanese people have now clearly understood this link.

The decision of Vietnam to stop constructing two nuclear reactors
seems to be of great significance. Great Britain may face the similar
obstacles. Deepening meltdown of nuclear industries as asserted by an eminent expert ?

An influential weekly magazine “Shukan Gendai”(December 3)published
the attached article entitled “Governor Yuriko Koike could decide on
retreating from the Tokyo Olympic.”
Please just have a glance at it.
It is nothing but a surmise, but it helps to awaken the public opinion.
Two days ago, Asahi News Paper reported the publication of a book
“Anti- Tokyo Olympic Declaration”.

The erthquake and the subsequent tsunami in Fukuhima remind us of the huge mistake
to have constructed 54 nuclear reactors in Japan.
The remedy is obvious and needs urgent action.

Dentsu is envolved in publicity promoting nuclear reactors since three and half years ago. .
The public is extremely critical about it.
The results of the ongoing investigation about Dentsu’s mismanagement of its working system
are awaited with great interest.

“In the book review of ”The propaganda of nuclear reactors”(Iwanami Shinsho) published in the Asahi News Paper of 10 July,a surprising fact is revealed.Two major advertising companies,the Dentsu Group and the Hakuhoudou had spent more than 2 trillion 400 billion yen to promote nuclear reactors prior to 3・11Fukushima Accident.The propaganda restarted around March,2013,and is diffusing a ” myth of security”,minimizing the dangers of radiation.The infamous accounting system (soukatsu genka houshiki)is still allowed to persist and allows the accumulation of benefits defined as a given percentage of the costs!
The higher the cost, the bigher the benefit !
This system is the source of the promotion of nuclear reactors.
The impact of this book is beyond imagination.”

Establish Global Ethic: Abolish Nukes, Abandon Olympic Games

Dear friends,
It is indeed regrettable that Japan, the world’s sole victim of atomic bombings should have voted against the UN resolution of 28 October,
a landmark resolution to launch negotiations in 2017 on a treaty outlawing nuclear weapons. Survivers of Hiroshima and Nagasaki have naturally expressed their anger and disappointment. Conscientious Japanese people will all agree that it is a historic mission of Japan to contribute to the accomplishment of true denuclearization, both civilian and military.
The will of the majority of the Japanese people has once again been belittled. This makes one question the governability of Japan.

We are reminded of the immoral realities of the present world.

The preset crisis the world is confronted with is neither an economic crisis nor a monetary one. It is a crisis of civilization. The solution requires the mobilization of human wisdom on the widest global scale. Mankind faces a change of way of life not only in Japan, but the entire world.

The deeply-rooted cause of this crisis is the universally prevalent lack of ethics. It is against fundamental ethics to abuse and exhaust natural resources that belong to future generations and leave behind permanently poisonous nuclear waste and enormous financial debts. It is a matter of great urgency to put an end to this civilization based on greed.

Now is the time for us to transform it into a civilization based on “maternal culture” that gives the supreme value to life, and not to economy as heretofore. It can be defined as a maternal civilization based on ethics and solidarity that respects the environment and the interests of future generations.

Under such circumstances, it is badly needed to hold a United Nations Ethics Summit as early as possible and to create an “International Day for Global Ethics” that will enable all nations, year by year, to reflect on the importance of ethics.

The will of heavens and the earth(the law of history) tells us that immorality cannot last long. The main stream of the world has started to change.
The shift from the current paternal civilization, based on power and domination, to a maternal civilization, based on harmony and solidarity, is now becoming visible with increasing female top leaders.

The retreat from the Tokyo Olympic Games 2020 will start changing Japan.
It is simply immoral to continue to rely on the false assertion that Fukushima is under control. The IOC has not yet responded to the request
of verification coming from the civil society. It is deplored that the departure from the spirit of the Olympic Games is attaining its limitations due to its
excessive commercialization more and more disclosed recently in connection with Governor Yuriko Koike’s new initiative to reduce the Olympic expenditure.

Dear Friends,

I have received many reactions to my last message.
I am sending you some of them.I am hopeful for the solidarity of civil society on a global scale to better the world.

Toward the end of the message I wrote “ The IOC has not yet responded to the request of verification coming from the civil society. It is to be deplored that the departure from the spirit of the Olympic Games is attaining its limitations due to its excessive commercialization …..”
For instance, Governor Yuriko Koike is actually facing the pressure from the IOC and the Organizing Committee to to prepare 20.000 seats at the swimming pool in stead of 15.000 and this to secure their earnings.Only the Olympic can mobilize as many spectators.The Japanese public will not allow such extravagance.

Japan times of 3 November has published an article of Brian Victoria”Japan should stay out of U.S. sailors’ lawsuit against Tepco”
which chalenges the ongoing attempt to play down and hide the consequenses of the Fukushima nuclear accident.The support fund
created by Former Prime Minister Koizumi is approaching its goal of 1 million dollars.
